Bringing your pieces off the back rank into active, useful positions.
In the opening you want your knights and bishops out, your king castled, and your rooks connected — quickly and without moving the same piece twice for no reason.
A lead in development means more pieces ready to act. Combined with open lines, it is what powers early attacks and gambits.
Most opening disasters are development disasters: one side brings the queen out early or grabs a pawn, and falls behind in pieces that are actually doing something.
Moving the same piece three times in the opening while your other pieces sit at home.
